Some Cities Just Reopened Their Doors to Low-Wage Hiring

Since late 2024, Ottawa has refused to process low-wage LMIA applications in any metro area with unemployment at 6% or higher — a rule that quietly shut a lot of restaurants and hotels out of the program. Every quarter, ESDC re-checks the numbers. In the latest update, 8 regions dropped back below the threshold and reopened for low-wage applications — including Halifax, Winnipeg, and Regina — bringing the national total to 15 eligible regions, up from 11 last quarter. The list is reassessed again on October 9, 2026
