Before an employer can get a low-wage LMIA approved, they now have to show real recruitment effort aimed at Canadian youth aged 15–30 — posting to Job Bank’s youth section, youth job boards, and similar channels — on top of the usual four-to-eight-week advertising window. Skip this step and the application can be refused outright.
